The Alliance to Protect Nantucket Sound partnered with the Town of Barnstable to challenge the approval of the controversial offshore wind farm by the State of Massachusetts. But US District Judge Richard Stearns ruled that individuals are barred from suing states in federal court, and thus he had no jurisdiction.
